Returns a local directory path unchanged

```

Resolves the path to user home

```js
resolve('~')

resolve('~/foo')
//=> '/Users/jonschlinkert/foo'
```

Resolves the path to global npm modules

```js
resolve('@')
//=> '/usr/local/lib/node_modules'
resolve('@/foo')
